Well, that's the thing. In the usual situation the GOP would be blamed for a shutdown because they're in charge of the government. In this situation Musk would likely use the shutdown as ammunition ("we can't pay these people so we need to fire them"). And ultimately this crisis isn't really about Congress, it's about the limits of presidential power, and that's going to be settled in the courts.I thought shutting down the government was Musk's job
