TPO's get root-inely ignored by developers. Any fines are insignificant compared to the profit to be had on the development overall. They probably even factor those costs in as 'miscellaneous' in their estimated costs.Sadly I dlnt think any approval is required if the tree is on your land and does not have a TPO on it. I believe anyone can apply to the LA to have a TPO placed on a tree, even if its on someone else's land which is clearly a good thing.
