I'd be astounded if it is. They surely wouldn't introduce something like that on a whim and would have to announce that's what they would do at the start of a season as it's totally changing the goalposts.
It also isn’t a 100% foolproof strategy; I didn’t go to the semi but I bought a ticket on my account and transferred it to a mate so technically it will show as me attending
 
Hearing that the first 20,000 tickets for the final are going to be offered to fans who purchased a semi final ticket.
About time City did something to rewards fans loyality.
One game isn’t loyalty though, is it?

You can look at the semi final in two ways. One is the usual fans couldn’t be bothered or had other personal issues to deal with. The other is that 10000 or so new fans had a chance to go to a game that they wouldn’t normally get to. We all started there at some point, and £25000 later (that’s my spending at least, over the last 15 years) I wouldn’t want my loyalty questioned over 1 game tbh.

The rights and wrongs of it don't really matter. They announce how the cup schemes will work at the start of the season so they can't go changing it now. If it were to be brought in for next season then we'd know before any semi-finals happen but it does undermine their own cup scheme to some degree so I think it unlikely
 
What about ST holders on cup scheme? Isn’t that the whole point…

Well they won't, the rules were clearly defined at the start. If not why use who went to the semi final as the yardstick? Why not Plymouth at home or Bournemouth away ( Although obviously those tickets were limited due to the size of Bournemouth's ground.)

People actually asking if it is true… no wonder fake news spreads so fast these days.

Absolutely no chance given one of the selling points of the schemes is priority for finals. Would therefore be false advertising and open a whole load of other issues.
 
What level do we predict it will sell out at?

Good effort but would be against the T & C's of the cup scheme. Will be the usual ST on cup scheme, ST holders then members. There will be a criteria for members but who knows what it will be
