Ive checked and I can't see the bit about "
do all he could to get his hands out of the way" Running? Don't think so. He may have been trying to block the ball, but he failed and it hit his outstretched arm
He made his body bigger, intentionally or not, it is absolutely clear handball according to the law as it currently stands

And before you come back, there is nothing to say the arm has to be out stretched in front of the body
The key in the law is
touches the ball with their hand/arm when it has made their body unnaturally bigger. A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player’s body movement for that specific situation. By having their hand/arm in such a position, the player takes a risk of their hand/arm being hit by the ball and being penalised
Having his arm behind his body is not natural body movement
His mistake was putting his arms behind himself to avoid handball but then turning side on to avoid being hit in the face
