Because the player and his reps have told the club that Bayern is his first choice but we'd be his second? So we are working with Leverkusen (who would rather sell to us) and leaking this info about an agreed purchase price to try and pressure his camp and use whatever leverage we have to jump ahead of Bayern in the queue?

Fortunately Wirtz is young so I do see a scenario where Bayern are his ideal first choice but either Leverkusen don't want to sell to them or we make a better financial offer to the club that he decides I'll go to City now and I'll still have the chance to play for Bayern in the future.

I translated the article and read it and it says we have a rule that we cannot offer players more than Pep's salary, but this is the first time I've heard of it.
I think Haaland's salary is higher than Pep's and it is hard to imagine Bayern offering Wirtz more than £500k a week.
