It just does not work like that. Show me the quote of Pep saying "it was my choice & my choice alone not to overhaul".Pep said it was his choice & his choice alone not to overhaul the squad last summer. Khaldoon admitted it was a grave error of judgement, which would be immediately resolved. It was also mentioned that Guardiola needed fresh ideas around him, & people to challenge him, hence most of his backroom team being deemed surplus to requirements.
Where I do agree is that I suspect Guardiola's reason for not beginning the overhaul of the squad, was based on him not intending to extend his contract past this summer, so he didn't want to pick players for a new incoming manager. It's the only thing that makes sense of us not starting the squad rebuild where it was clearly obvious to most it was needed from as far back as the treble winning season.
Regardless, last season was an unmitigated disaster in terms of City's expectations, & since January we've began the process of hopefully ensuring we never suffer from such a drop off from our expected standards again.
Pep and club's hierarchy are friends, not only cooperants. They would not fire his backroom staff without Pep's consent.
