He's not, and it's not really a debate, foden is vastly superior. however, palmer is much more effective in this Chelsea side where he they're using him in a way that gets the best out of him, we havent done that with foden. Partly due to tactics and I think Phil himself hasnt developed that mentality of being the main man, palmer has that.
