Only Pep and Viana would have full control over who comes in and out.
But within the financial constraints given by the club/Soriano.
I don't believe Soriano is blocking anything, but he is not irrelevant for our transfer decisions.

Maybe ferran just doesnt like that snide little **** levy after all the shit he has pulled with us
He may, I agree...

I reckon its Soriano.
He's the 'money-man' ranging from ticket prices to transfer sign-offs from a financial POV.
I'm sure a while back it was him that wanted to cash in on Palmer whilst Pep wanted him to keep him.
The block probably has something to do with the bigger picture from a wage bill perspective. Yes, we sell Savinho but then Pep will want a replacement which comes with a bigger transfer fee & wage bill.
Yup from a football perspective but he is the CEO so basically in charge of anythingFrom a football perspective Soreano should have no say about players coming and going. That should be left to Viana/Pep. All players will have their price and as long as that valuation is met and Pep/Viana are happy, the transfer should be done.
He had a brief return to form against PSG, unless my memory fails me :-)Palmer was sensational 18 months or so, but this calendar year he has been underwhelming: 4 goal involvements in 18 league games is close to what Savinho has offered (whose finishing has been mostly very poor).
Let's see whether Palmer will return to the previous heights, because 4 goals/assists (1 pen) in the last 18 PL games is very unimpressive.
Overall, Palmer has contributed 12 goals/assists in 32 games in all compets since January. That's worse than Doku per played minutes.
Ferran is CFG isn't he? I thought he just bases himself and his work out of City?
Not sure why Soriano has a veto on him going.

Only reason I can think Soriano would personally veto this particular transfer is he doesn't want any dealings with Levy.
I mean the reasoning is already clear. It’s because he thinks savinho might turn into another Palmer and going for a replacement named Rodrigo who would want like 8x the salary of savinho while paying 90M is quite nonsense if you want to drop the average wage bracket in the squad.Only reason I can think Soriano would personally veto this particular transfer is he doesn't want any dealings with Levy.
He had, in one game out of 30 or so.
Again, 4 goals/assists in 18 league games, one from a pen, is poor. That's Savinho's current level, or actually worse, if we count goal involvements per 90.
