I’ll hazard ii) won’t be the case. The panel will have substantively determined the outcome as they went along, and will have reached their final conclusions shortly after the proceedings concluded. Writing the determination following that will be an extremely time consuming and laborious process to ensure it is is consistent, cogent, logical and appeal proof (so much as is possible).Yep. As far as I can see, there are only three reasons why it's taking so long:
i) it's just routine that these sort of cases take anything up to a number of years. Possible, I suppose maybe even probable, but I have to defer to the legal people on here about that.
ii) the serious allegations were closer than we have been assuming and are taking longer to decide. I really can't imagine that that is the case. I still stick by my view that there is no way on earth the PL can prove those allegations to the standard required.
iii) there is something going on that we don't know about. Impossible to judge because obviously we don't know anything about it.

I totally get that part of the process takes time, but that doesn’t alter my view that it should have been released by now, even taking into account the complexity of the case, the range of issues that need to be determined and all the necessary back and forth between the panel.
But there’s absolutely no way that the issues weren’t decided some time ago, and most likely within a few days of the hearing concluding (on the outside).
