City could theoretically have medicals and sign players today, they just cant be registered until the window is open.
And I'm not sure you are correct in that players can't be registered on bank holidays, PL is not a bank and considering games are being played its hard to argue their business is in anyway closed.

Yeah as I allude to the technicalities could be done at anytime as long as the deal is agreed with all parties and Bournemouth are happy to let him travel to Manchester
As regards the bank holiday, lots of business that are not banks are closed
I’m sure some PL departments are open on match days doesn’t mean all are
Going on past experience transfers registrations have had to wait when a bank holiday falls
It’s also possible that since match day 19 registration window is before Jan 1st as matches for that match day take place before
I wouldn’t expect City to be rushing it through so he can play v Sunderland even if it was possible which it isn’t

More than confident that this one’s done. Bournemouth can ‘expect interest’ all they want. A player with a release clause in January doesn’t make up their mind before hand and change it a few days later.
