I think you know very well the value of not calling anything cheating until absolutely proven otherwise so I don't need to lecture you on that point - you'd do well to extend the same courtesy to other teams.Set pieces are fine but diving to win set pieces and then using wrestling moves to score from them is dull as fuck and also,you know, cheating.
Unless you think Arsenal haven't cheated their way to a lot of those goals you're so inexplicably proud, in which case I've got a bridge to sell you.
Fact is refs are allowing the goals so in their books it isn't cheating and their opinion is the one that matters. When that opinion changes the goals will get disallowed. Until then, you're just shouting at clouds and teams will use the rules to their benefit. It's not our fault City aren't as effective at set pieces as they could be but I'll bet you any money City will be working on marginal gains in that area for next season.
