Holt's article is actually quite funny and not many can see it. He's saying a team that just about managed to scrape 4th place in one of the last three seasons and will be playing in the Europa League this season did well to get a player like Pogba as normally anyone half decent won't join a team like that.

Maybe. But I don't want to give him the benefit of the doubt because the man's a ****.
 
Does the EPL still have the rule that the wages aren't supposed to rise above a special amount - and where can I find that rule?
