It looks like they may have changed the criteria to +30 games. Link to a page edited today. But then again, this page still says +35 games (also edited today).

If it doesn't sell out they don't get to open the new stand at full capacity for the Villa game. But presumably if that were the case they could still open it for Villa at 50% capacity as a second test event?
