Would fully agree. A governments first responsibility is the protection of its people, we should be pooling our resources with our European friends and if that takes a few extra billion then that’s what it takes.
Populism isn’t the reserve of the fringe parties. Johnson was nothing if not a populist and herein lay the problem with politics today IMHO, as a politician try standing for something other than reelection.

As you rightly point out you get a fixed amount for your car (not sure how the insurance part works) but I suspect this is more about the optics of it - i.e. people will question if you can afford to be paying extra to drive a brand new higher end car do you really need help from the tax payer...
Which begs the question why did someone even suggest this in the first place followed by how did it get this far before someone with a brain said…hang on a minute.
