It's not new. It was brought in last summer. To avoid the "double jeopardy" of having a penalty awarded against you and having a man sent off. You can still get sent off if it isn't deemed a genuine attempt to play the ball. For instance, a handball on the line, a rugby tackle on the forward or pulling the forward back by the shirt.
