We are a family of 4. Before having a meter I was paying £56 a month.

Now £38.

That's great but it is missing the point, wait until nearly everyone is on a meter, they will set a limit of how much you can use, you go past that and the prices will shoot up.
Also, as the OP states, they should fix the effin leaks first.

I keep getting told we are an ageing population and pensioners are skint. Surely we must be using less water than 40 yrs ago, I mean Tameside Council run homes must only jetwash their inmates once a week
 
Hold on. There was neglect under the old Local Water Board system and there was neglect under the privatised companies, tho there is somewhat less now.
BUT there is an Ofwat policy called the sustainable economic leak level, or some such bollux. This means that, if the repair costs more than any environmental damage, water companies are not allowed to repair. So there will always be leaks. If you object to this, apply to Ofwat, not the water cos.

Pointing out that the old water board were shit as well isn't really a defence.
Consumers always get mugged off in the end.
 
Now the water industry and the Government are planning to set daily usages targets for us all as we simply waste water and take it for granted they say.

Listening to the reports it seems the industry wants everybody on water meters so they can charge more and they admit to leaks losing enough water to supply the needs of 20m people per day - thats a third of the population FFS !!

Lets make a deal - they fix the leaks and I will only use the short flush on my bog - until they keep wasting water to that insane degree why should we be lectured by them about water saving?

the answer is to renationalise the water companies and use the profits to pay to fix the leaks.

Water companies could fix all the leaks, but who would pay for this? If the companies themselves, they would have to get the money from their customers via higher bills. So the companies fix just enough leaks to leave themselves with enough water for all their customers to use. This is known as the economic level of leakage repair. No water company is expected to have 0% leakage. It just isn't feasible.

Water meters here in the North West are free, and if your metreed bill is higher than your previous bill, you have two years to go back to the old method of charge.
