Mackey has been a copper for 34 years. Safe to say he's done the job.
The two non-police were a driver and his chief of staff (a civil servant presumably?). it seems to have been stated that a constable told them to get out of the area.

A constable tells the nearest to damit top man in the Met to " fuc* off " and he does. Well when he retires and picks up he's pension hope he sleeps well at night and doesn't get guilty dreams when some brave lads haunt his fucking sleep who did the job without all the protective shit cop carry today.
