Kimpembe starts with the arm far away from his body instead of locking the arms behind his back, and then removes the hand. It's a tactic.
Of course it is a penalty.

They hate United, they’d never admit it even if they thought it was. It’s not a decision I’d complain about if it went against my team, I can see why it’s been given and if I was the ref I’d have given it as well.
