Only the incoming club has to have the window open, La Liga can still sell whilst theirs is closed.

Strangely it looks like we're both correct :)

Presuming I'm reading that right we can register domestic players from 16/05/19 but the paperwork for non-domestic transfers can't be processed until 11/06/19.

La Liga's window however isn't open until 01/07/19. Edit: at least that's what's being reported but I can't help feeling it should be 01/06/19 or nearer to that then July.
