Contact yes, but penalty no. Forward kicked the outside of the defenders right shin.

It's like a forward catching a defenders leg behind them on the backward movement of their intended shot.

VAR and the ref are just scrutinising for contact in the review, not who initiates the contact

This is where VAR after the fact just becomes, was there contact, not the movement of the players

that causes the contact
