There is no magic wand, retail will only be fixed when the customers come back. The start is to increase the town centre population. Creating a social scene is just one brick in the process.
 
heald green is lovely, 5 mins walk to the train station, train pretty much every 20 minutes,and its cheaper to buy than Cheadle hulme

I lived in Heald Green once for about 12 months - good practice for my coffin. Found it boring as fuck.
 
Back to the op - is Century buildings the old Vulcan insurance building near parsonage gardens. If so is in a good location.
