Ok I suppose the key point is that the players must play to the whistle and not be distracted by the linesperson's flag.Even if it was just a second before, it would have still gone to VAR, she let it go long enough for him to get his shot off.
No you still put the flag up if you think it's offside, you just wait to do it. That way the offside can still be given in case it isn't a goal and VAR can't be used.
