League cup game

Nothing compulsory about it. The club will be giving you a free game at home for however many League Cup games are drawn at home. You don't have to attend if you don't want to.
I believe Arsenal and possibly Chelsea already do this for their season card holders.

Arsenal season tickets include EARLY round Cup games and cost £1,000+

If you are on the cup scheme then you get priority based on your points but a non-cup scheme member with higher points who didn't attend the cup games will get priority for a ticket to the final over someone who did attend but has lower points.

Everybody on the cup scheme gets priority over those who are not. That's the whole point of the cup scheme.

OK, I was generalising to an extent.

If we're being picky:
West Ham 2014 - Poor.
Everton - 2016 Great, note we were 2-1 down after the 1st away leg and fans got behind the team.
Bristol City 2018 - Decent.
Burton 2019 - Poor.

2016 Everton: Attendance: 50k
2014 West Ham: Attendance: 30k

West Ham probably agree. Bristol City 1st leg 43 is a good turnout for a lower division team. Burton i think was decent given most people probably didn't even know what division they were in and hadn't we just battered Rotherham in a non contest ?

Incorrect.

The release criteria will be, for example:

ST holders on the cup scheme with 5000 pts
St holders on the cup scheme with 2500 pts
ST holders on the cup scheme with 1000 pts
ST holders with 5000 pts

etc etc

If your point is that people on the cup scheme who don't actually go to the earlier rounds shouldn't get priority then you may have a point, but it would be hard to enforce.
