I think you're right mate. It's journalist sources. Unconfirmed, but I would say they are likely to be correct.Am I missing the point here - there's no actual news, just more specubollox about something that might happen next month
It's a token to show that they have taken 'action'. It also, probably, ensures City won't take any action.
