Does she already work for the company?

She works for the same company but in a different department and office but on a temporary contract doing the part time hours she would want to do in the new job

Depends on what she was interviewed for. If it was clear at interview that the role was part time then she has grounds for complaint. If it was unspecified then maybe not.

It was clear in the job advert. Hours weren’t discussed at the interview

I don't mean to be critical and it's not just aimed at you, OP, but how have we come to the situation that people can't just accept decisions and move on. Everything seems to have to be challenged these days.

Is it a generational thing?

I put it down to education. When I was at school there was no such thing as querying your exam result. You passed or failed and occasionally heard of people re-sitting exams due to exceptional circumstances.

Why?

The way your post reads is like she went for a part time job, didn't get it and was offered a full time job instead.
Not sure what her grievance would be unless I'm missing something.

they haven't offered her a part-time role so I don't see anything to it.
