I think you're probably close about UEFA having an idea of what might happen if they go in heavily against City, with any other skeletons to release, and an inevitable date with CAS.
Best case scenario for UEFA is probably annulling the recommendations due to flaws in the process, removing those responsible from the investigatory committee (with bonus/payoff/other role to keep quiet), and then issuing a statement that nothing was proved or disproved.

No, that’s what a sensible, measured and rational organisation would do. We are talking UEFA.

Real have received soft loans, grants and overvalued land deals from Spanish central and regional government and Barca have been directly funded from Catalonian regional government. The man is a hypocrite but the UEFA elite have no problem with this because they genuinely believe they are above the law and FFP only applies to ‘upstarts’.
