The strategy is to extend the peak as you have posted and “also” in doing so build “some kind of herd immunity.” The strategy isn’t all about “herd immunity” as you have posted. That’s an aim as a byproduct of the main strategy as is evident from the quote.

I posted? When the aim of the CMO is to build up ‘herd immunity’ and we spend all week talking about ‘herd immunity’ and what it means and the pros and the cons of it and then the Health Sec says in a paywalled article that ‘herd immunity’ was not the goal or the aim it’s what my fault now for slavishly taking the CMO literally?

The point of a good comms strategy is to have a clear message. You do not get a clear message when you directly contradict what was said several days earlier. If herd immunity is no longer the aim then say so. If we are to move into the next phase with a different aim then say that. Also do not go on telly and plead for ventilators as if this was Red Nose Day. Just order them and instruct the companies to make them. Do not make a public plea.
 
Now we’re in a situation with every other country seemingly going into lockdown and it being all over the news, leadership and communication is absolutely essential right now.

They have to start daily briefings to the public. the levels of concern and impact to mental health could be equally damaging as the pandemic itself.

That's a good suggestion. We have one with our pm informing the nation every evening on tv. It might be more obvious to us because we keep having new decrees so it's actually necessary, but being updated by the pm and by the leaders of the civil protection each evening gives you the impression of being watched over and not being left to your own devices.
 
If the government gave the scientific advisors the brief that their priority was to protect the economy rather than human lives this would leak out into the public domain quicker than you could say ‘callous bastards’.

we are clearly not following the advice of the WHO. Dr Campbell feels the same way and articulates it better than me!
