'Among the Government’s plans for pet welfare is the consultation on banning shock collars, amid worries they could be causing harm to pets.' BBC News.

Believe it or not, being hit by a car causes much more harm to a dog.
 
I don't agree with them, but I feel the Government has far bigger fish to fry. Shock collars promote laziness for owners, which you can easily do with a gentle slap or a gentle poke.

It's not difficult to understand really.

My point is that a containment fence will keep a dog on the property. If it gets onto the road, then being hit by a car can be fatal or give life long health issues.

It's ridiculous for a government to ban them

You could still use an electric fence for your dogs

I think it’s worth considering where the OP is from (Mars ;) )
I have neighbours with fenced back yards which is great in the summer but when you have feet of snow you’re either shovelling snow out of area or the dogs are able to just jump out.

Anything that mitigates animal cruelty has my full support. Well done to the government.
Surely some kind of vetting for owners in that case ?
It’s truly tragic how some animals are kept, not taking them means euthanasia as an alternative, I don’t have an answer but seeing poor animals so lonely is awful.
