I''d have thought that now you've admitted you work for the club, you'd be a lot more clued up on the policies at other clubs.

By the way, this is Liverpool's policy. Nothing about in-person attendance - just that it gets used at least 15 times out of 19, whether that's by the ST holder, transferred to friends and family, or listed on the exchange. Oh, and speaking of the exchange, Liverpool fans can list their ticket as late as just 1 hour before kick-off, whereas our cut-off is 24 hours before kick-off which is a ballache if someone falls ill on the day of the game or something else crops up at the last minute:

Key Attendance Policies (2025/26 - 2026/27):
  • Attendance Requirement: Seats must be used (either by the holder, forwarded, or listed on the exchange) for a minimum of 15 Premier League home fixtures.
  • Ticket Forwarding: Holders can forward tickets to registered Friends and Family members, which counts toward the attendance quota.
  • Ticket Exchange: If unable to attend, seats should be listed on the official Ticket Exchange, which counts as a used seat regardless of whether it sells.
  • Deadline: Tickets must be forwarded or listed on the Exchange at least one hour before kick-off.
  • Exceptions: Supporters facing exceptional circumstances preventing attendance should contact Supporter Services.
  • Season Ticket Holiday (2026/27): Supporters can take a "holiday" to hold their seat for a future season but will lose benefits and the ability to buy other tickets (including cup games) for that season.
Oh, and Chelsea aren't implementing a minimum "in-person" attendance policy for next season so you're wrong again. This is Chelsea's policy below - 13 games out of 19 it needs to be used and that can be either by the ST holder, friends and family, or listed on the exchange. Like Liverpool, absolutely no stipulation about the ST holder themeselves having to attend a minimum number of games:

For the 2026/27 season, we are asking all season ticket holders to utilise their ticket for a minimum of 13 Premier League home games.

Your season ticket will be considered as ‘utilised’ if you do any of the following:

  • Attend the match and scan your ticket to enter the stadium
  • Share your ticket with an eligible member in your Network, and the recipient scans the ticket to enter the stadium
  • List your ticket on the club’s official ticket exchange
Please note that forwarding to another supporter who then does not use the ticket will not count towards your seat utilisation for the season.

We understand that there may be unforeseen circumstances which prevent season ticket holders from attending matches, but we would encourage all supporters to ensure their ticket is used wherever possible.

Where a supporter’s seat has not been utilised for a number of matches, the club will endeavour to contact that supporter to make wellbeing checks and offer advice on utilisation methods.

If a supporter continually leaves their seat un-utilised without explanation, they may lose the opportunity to renew for the following season. This requirement will not apply to supporters with accessible tickets.
Thanks for your post. Very educational. I think the LFC policy looks simpler than ours and it is great that the cut-off is one hour. A lot of people do miss games at the last minute. I have missed three in the last ten years because I was stuck on the M6O or M61! Apart from ill health I have missed only a handful of home matches since we moved to the Etihad.
 
I really don’t see what the clubs problem is if it’s me sat in my seat or My Mum, Daughter, Neighbour, Window cleaner etc. as long as the seat is filled what is the issue?
A season ticket seat being constantly empty is a problem but the club must share some of the blame with how difficult they have made it to transfer tickets.
Because you could be a ticket tout and the people in your seat could be your customers rather than people you genuinely know. But, I do absolutely get your point on it's better than seats aren't empty.
 
Once you or your wife give up your match ticket because you cannot attend, City can do what they want with it, i cannot think why this would bother you ?
The reasoning around the ticket exchange is to allow other fans to purchase games you could not attend, not for the club to never advertise those seats to normal fans, but rather monetise it to its maximum value by packaging it as a corporate gimmick.

Because your entire life needs to revolve around the fixtures of a football club even when games are played on random days at random times.
 
A season is a long time and sometimes life happens, sometimes one of your parents has a fall in October and you are suddenly a full time carer etc. I feel the issue is people in this situation aren't getting through to anybody at the club with the power to make a common sense compassionate decision case by case.
Plenty of posters on here would state the absolute opposite, having done exactly that.

Yes Season ticket windows closed in seconds or never opened at all . Then suddenly they need more seat sales so offer flexi tickets but no full season tickets ….. I might be wrong on no full season tickets …. Not sure

I'm not 100% on what your question is but for all new applicants, they start off on a Flexi and if they meet whatever the criteria is then they 'll be offered a full ST the following season. I must find that City communication that one of the City Matters guys put up, I think it was around 2/3rds of those on Flexi's preferred to stick with them.

Edit: nowhere close to 2/3rds, it was 119 out of 547 who met the criteria.
