I think the idea is You only buy the tickets You will actually use, the club sell them for the other matches You don't choose to buy. If they change the date at last minute I don't know where You stand though. I'm guessing that's why they allow the transfer option for 3 times per season?

Yeah, had a flexi for the last 2 seasons. Just upgraded.
As the above poster said. You buy your games a bit like pay as you go. You get to use ticket transfer 3 times (that was introduced this season just fine for flexis) but you can’t use the exchange.

Example: the club emails you 3 weeks before each home game (when the tele and date has been sorted) they say ‘if you want to attend, click this link and buy your seat, if you don’t, simply do nothing’.
So, 3 weeks before Fulham at home let’s say, you buy your ticket. 1 week before you can’t go, you have the option to transfer it to someone. If you can’t transfer it to anyone then yeah sadly your seat will be empty.
I believe that you can ring the club and sometimes under special circumstances, they can refund you and put your seat up for grabs even if it’s a few days before but it usually has to be a week before.
 
I've rang them earlier and asked about my Senior ticket.
So I still pay the £120 deposit but the price per game is 1/19th of the ST cost,
then you get £7:50 knocked off each game you attend.
Once you attend 16 games you've gotten back your £120.
