I think I know what it is. They completed the draft judgement in March 2025 then City sent it to @johnnytapia so he could check the spellling and grammar. He's still correcting it.

And he's semi retired and only works 4 days a week .

The costs should be borne by the 8 or 9 clubs who wrote the letter to Masters demanding an investigation. Any other club should simply tell the Premier League to fuck off.

W.52. In the case of a determination at a hearing the Commission’s decision shall be
announced as soon as practicable thereafter and if possible at the end of the hearing and shall be confirmed in writing by the chair of the Commission to the parties (and copied to the Chair of the Judicial Panel).

So after the hearing they have decision.
Then they write it up.

Is it possible they relay the decision to the parties and say before we write it up do you want to negotiate a deal?

They then write up the abridged verdict.

Who knows what's gone on behind the scenes. Must be something though as I struggle to buy the narrative that a decision that was probably made early in 2025 is still being carefully documented 18 months later.
