There are three versions of SAOT out there. One uses a chip in the ball (the WC one), the second uses limb-tracking (the CL one). Basically they turn the players into "skeletons" and track a few key points on their body...

It will probably look the same to us as spectators but the CL system uses limb tracking, this new system interpolates using cameras and AI - and theoretically it is a lot faster (near instantaneous).

If you want the actual answer - it's because the Premier League decided to use a new system which wasn't ready at the start of the season on the promise it would be state of the art. Rather than go for one of the existing systems they use in other leagues that will soon be outdated tech.
