Yepp, upper tier used to be seats but as it was almost impossible to get standing tickets anymore the club decided to make the upper tier standing as well to give everyone more chances to get their hands on cheap tickets. Whole ground will undergo some more changes to increase capacity to 60000.

For the majority of grounds there is free transportation within reasonable boundaries. So if you got a ticket for Hamburg you obviously can't use it to hop on a train to Munich, but can use it to go around the city/suburb areas only. I think there are some clubs where the train is not included...
