I think we all rely on your initial interpretation of events that give us 90 percent probability. We all then get partial legal "correction" from the usual sources but keep thinking like you do.

I think Gov money is not going to be easily obtained for any project let alone Sir Jim's. I know our owner planned investment deals in the past with Real Madrid that eventually fell through so we may find he may simply see investment opportunity with Sir Jim (that's what he does).

Works the other way of course. If a course of action is scheduled for a certain date and it has not even been designed, the contractor still turns up to do that task and get work sheets signed before being assigned different work or risk not working to contract. At least that's how it used to...
