    Because shareholder loans aren’t illegal. They haven’t been found to be illegal. What’s illegal is a system of law that outlaws a whole series of APTs EXCEPT FOR shareholder loans. It’s the exclusion of shareholder loans that make the APT rules unlawful, not the loans themselves.
