Vodafone mystery.

I have been receiving texts recently about renewing my contract etc. My brother in law who isn't and never has been a Vodafone customer is now receiving the same texts as I have received, no other contacts have received them. I rang Vodafone and they are just as baffled as we are, any ideas.?
