17 n under need I.D at stoke

Young supporters travelling to our game at the Britannia Stadium on January 31st are advised to take some form of i.d. with them.
Stoke City have contacted us to ask that all City fans under the age of 17 going to the game take i.d. with them to show when handing over their tickets at the turnstiles.

There are two categories of tickets for young age groups at this fixture – tickets for 0-10 year olds cost £14, 11-17s cost £17.

does any 1 know why this is ? and it doesnt say it has to be photo I.D cus i remember i couldnt get I.D until i turned 16 so what happens for the kids who go under 15 ?
is it cus people buying kids tickets ?
