A question about European qualification...

Lets just say for arguments sake, Fulham qualify for the Europa Cup thingy.
Can they actually decline the offer to participate in it if they wanted to, or MUST they play in it?
Hypothetically, What if they said that they didnt have a squad big enough to competitively play with?

I am not clutching at straws, just want to know.

Got a valid point there.

If you could just give it up another team could conceivably pay you to do so. Would be a big can o worms.

We could buy a CL place off the Glazers when the debt gets too crippling...
