Am i right in thinking he was chief scout here a few years ago? Are Newcastle listening to his recommendations or just going through a scouting purple patch?

Ba, Cabaye, Santon, Tiote, Ben Arfa some good players there.

I know he was sacked by Mark Hughes who brought in his own guy, but does anyone know of the players he recommended in his time here? The likes of Elano, Corluka, Petrov ect who all came at the start of the Sven era, did Sven really see them in his time out or was that Graham Carr?

I think he came in under keegan and stayed till he left after being sacked by hughes.

Carr is the one who identified 7 French players for Newcastle. Brilliant business except that joke of a footballer Obertan who surely didn't need scouting as he's been on display for all to see - but if Carr recommended him to that is a large failure. Cabaye is an excellent midfielder though at his best.
