No, that's not correct. These rogue ads are just as problematic for them as for us. Posted this a few weeks ago, but it gives a better explanation as to why and how this happens:

Surely though as the ad company they should have the means to stop them?

If not they have no control and shouldnt be in business offering ads as a service imo.

Not sure if you read the article, but it's an industry wide problem that is virtually impossible to eliminate completely. Even Google's ad network gets affected by this sometimes. They're constantly working to reduce the likelihood of it happening, but at the same time the rogue advertisers are developing new methods too so it's an ongoing battle.
