Hasn’t he said that he’s still got the phone but been told that it has to stay off for security reasons? He has two weeks to respond to them, and it's not meant to become public, for report finalisation, likely by the end of June.
Then it goes to the govt, who decide when to put it to the Commons - probably before the July 20 end of term.

Will they try to get him off any suspension and risk how that looks?

If the report recommends 10 day suspension and they amend to bring it down, then it's a very bad look.
