People are forgetting under 21's only count if they have been trained for 3 years in either England or Wales so they would both count.

Thats not the case. The homegrown rule on applies to players over the age of 21.

A fair few Barca fans don't seem to rate him, saying he hasn't progressed from being a teenage prodigy and that he doesn't look up enough. But if he can grow as a player he might be worth a gamble. At worst he doesn't work out and we can sell him for a few million. Loaning him to West Brom or somewhere would be a good idea for his first season, just to see what he can do. I'm sure the coaches will make the right decision on whether he's worth signing though.

If the player is under the age of 21 no matter how long hes been in England then he doesnt count as a memeber of 25. However if you have a player who is 20 and has been in England for 3 years he would not need to be named in the 25 but you could name him in there and he would count as 1 of the 8 homegrown players. Anybody under the age of 21 does not need to be entered in the 25 because of their age, it does not matter how long they have been in England

To be fair it's probably hard for Barca fans to rate players in comparison to the lofty standards of their midfield over the years.
Not to mention, not long ago, the Barca system let Cesc go. Not like they're foolproof.
