Not definite. My understanding is that you cannot restrict a player from transferring within the premier league excepting under age players. You can have restrictions between league's. If he gets enough caps for Brazil he'll qualify for a work permit playing for City. I don't know if his current work permit would carry over if City triggered the clause.
