Could be in reference to this, could be a coincidence. He did say "move over Barca, city are the new force" or something along those lines. Barca appeared to be our main rivals for him last summer. Why specify Barca? Why not Bayen or Real too? Hmmm.

I'd say that's 50/50 at the moment.We ain't signing pogba.
If the deals that are done or well advanced all come off then we'll spend that (and those don't include Pogba). There are other potential ones that could push that to well over £400m. Even if Pogba doesn't happen we could easily end up spending something like £375m this summer I believe. Add Pogba or Kroos in and that could be £450m+.We ain't spending 300 million.
We couldn't spend much the next couple of summers if that's the case unless there's some huge new commercial deals in place but the fact we feel confident that we can spend that amount in one hit suggests there might be some on the way.

Could that amount of spending be due to a potential transfer ban we might get that was mentioned some time ago? I can't see how we could "explain" spending that kind of money on other way.
