I would expect there to be more announcements made by various Mayors over the next few weeks or months as to where they will be spending the new infrastructure investment money allowed to be spent in the devolved areas.

In the Birmingham and Bristol areas it will probably be on new rail stations and re-opened lines such as Camp Hill chord and Portishead.

Manchester's more local priority seems to be for further expansion of Metrolink, including potential conversion of suburban heavy rail into light rail.

There's a huge backlog of investment needed to accommodate the growth in rail passenger traffic over the last 20 years. This includes the national infrastructure that passes through Manchester, such as the Castlefield corridor capacity upgrade that was postponed by Grayling in 2015.

A party-neutral point is that some administrations are just more interested in rail infrastructure than others. PMs Major, May and Blair were not: Thatcher (surprisingly, maybe ?) was, and I think a case could be made for Gordon Brown too (after doing relatively little with rail 1997-2008 the Adonis plan for electrification was issued in 2009).

PM Johnston is most definitely keen on "Grands Projets" as President Mitterrand used to call it.

If anyone's interested I found a short video on how the investment in the Tyne & Wear Metro "Flow Project" is likely to benefit the system there. The project creates a potential 20% increase in system-wide capacity, which seems like pretty good value for money
