Can’t post a picture

Been like this for a few days now.
I click on the icon which normally brings my pictures up but nothing happens.
Turned the phone off and back on and still the same.

Been like that for forever for me, on the phone that is, desktop is fine. Any and all the functions above the text box are inaccessible
