It won't be Mangala whatever else we do. He is not good enough.
There's no such position on the pitch as '4-th choice' CB. If he plays, he plays. He would be an obvious and easy target for opposition managers while planning their tactical approach. Puyol was often targeted by Mou in clasicos as everyone new that he's the worst passer in that Barca. And Puyol is like Maradona compared to Mangala.
That would be true if we didn't play possession game with high def line. Good ball-playing means more than ability to tackle and chase counters within this system. Therefore Pep considering Badstuber's and I.Martinez's candidatures is understandable - the solution could be temporary and fairly cheap, but the player has to have a partucular skillset.
Not that I'm happy with buying I.Martinez instead of, say, Laporte who ticks all boxes. But Mangala is a worse solution.

Passing to a nearest player is usually the worst thing against strong opponent who knows how to defend actively.Otamendi has been targeted for his lack of pace and has been exposed. Everyone has a weaknesses, I just think it will be harder to target Mangala, he can pass it to the nearest player or kick it out if it's really necessary, not much to target in terms of a CB that isn't a pass master, especially give that he probably won't be playing the most important games.
He has had injury problems sure but he is fit now, he is a short term signing to cover this season and maybe next year. Plus remember he wasn't an automatic starter at Bayern unlike kompany he walks into our team badstuber had boateng, Martinez, hummels and alaba in competition so he moved on loan for game time and turned us down if I recall correctly. I'm not saying he should be a starter but it is a very low risk with a potentially huge reward. Put him on the bench and he covers six spots(2cbs lb and 3 cms). He would be signing as a squad cover player.He's a crock, was released from Bayern for a reason.

You mentioned Malang Sarr being a target a few weeks ago?To a degree but the very fact we have decent fullbacks in position will make the shortcomings of certain pairings look minimal...
This is city we're talking about though, there's a high percentage we lose the whole back line within a month and we play dinho and yaya there for 6 months (:
