How can he know it is a concrete case if it is meant to be in the process of being considered by an independent body?
It seems the UEFA president has pre-judged this already and made his mind up.
Procedural flaws and pre-judgement can be used against UEFA.
UEFA are stumbling over questionable legal ground.
He also said, "to protect the integrity of UEFA". It is widely know that they have little integrity. Notwithstanding this, UEFA, with a number of clubs behind them, the undue influence in their administration by a serving Board Director in Stretford, and some foreign football associations seeking to protect their interests, it is likely to continue to be an unfair, rocky ride for CITY.

Concrete case can be translated as specific case, which would make sense seeing as he was asked specifically about City.

The Premier League wage bill rules limit your increase to £19m a year.

United's increased by £30m last season, because the fine print in the rules allows you to increase your wage bill beyond limit if the money comes from "player sales, ticketing or commercial money".

I don't know where you got the idea they were stopped by Premier League rules but it's completely made up.

If you seriously think the Premier League would have rules which handcuff United I've got some tartan paint to sell you etc.
 
I think 'concrete case' is a little lost in translation. It doesn't really make sense in the context it was said.
