How can he know it is a concrete case if it is meant to be in the process of being considered by an independent body?
It seems the UEFA president has pre-judged this already and made his mind up.

Well Der Spiegel promised loads of stuff after the original 'leaks' but seemed to lose heart a bit when they realised nobody gave a flying fuck what month Guardiola signed his contract in, so they definitely weren't going to care about City running out of chips at halftime and combining half used ketchup dispensers.What do you think is meant by early stage of leaks?

Hahaha. No.
The Premier League wage bill rules limit your increase to £19m a year.
United's increased by £30m last season, because the fine print in the rules allows you to increase your wage bill beyond limit if the money comes from "player sales, ticketing or commercial money".
I don't know where you got the idea they were stopped by Premier League rules but it's completely made up.
If you seriously think the Premier League would have rules which handcuff United I've got some tartan paint to sell you etc.

I think 'concrete case' is a little lost in translation. It doesn't really make sense in the context it was said.

As you say, it's not sense if he got his words right, so he probably got his English words wrong.
