Could just be virgin but doesn't fill me with confidence to book with them

Is there such an app where you can enter you start and end destinations along with dates and it gives you the potential routes with pricing and links to book.

Perhaps a naive and daft question; will City allow you to book one of their charter flights if you haven't yet had confirmation of a match ticket ?
