15,600 fans of each team will benefit? Does that mean there's only 4k cat 1 and cat 2 tickets available to each team?

Around 75% of the finalists’ allocations are in categories three and four. The category one tickets go predominantly to UEFA guests, other VIPs and corporates.

That's a much better way of doing it, more people get some kind of "discount" rather than a lucky few getting a freebie. I'm holding off giving any actual praise though. There's no reason why the dodgy twats couldn't do both. They clearly know the ticket prices are extortionate.
